Maharashtra Declares War on Fake Doctors: The QR Code That Separates Real Doctors from Fakes

Maharashtra’s approach through the ‘Know Your Doctor' initiative demonstrates a commitment to safeguarding patient welfare and maintaining the sanctity of the medical profession.

In recent years, Maharashtra’s healthcare system has struggled with the pervasive issue of unlicensed medical practitioners infiltrating both urban and rural areas. These unauthorized individuals not only jeopardize patient safety but also tarnish the reputation of the medical community. In a decisive response, the Maharashtra Medical Council (MMC) has introduced the ‘Know Your Doctor’ (KYD) initiative, a pioneering effort to enhance transparency and trust between patients and healthcare providers.

Unlicensed medical practice has been a longstanding challenge in Maharashtra. Despite existing regulations, the presence of fraudulent practitioners has persisted, particularly in vulnerable and rural regions. These impostors often lack formal medical training, leading to misdiagnoses, inappropriate treatments, and, in severe cases, irreversible harm to patients. The MMC’s administrator, Dr. Vinky Rughwani, highlighted the gravity of the situation, stating, “We frequently hear about bogus doctors through various news reports, and patients often struggle to verify their doctor’s credentials.”

To combat this menace, the MMC launched the KYD platform in February 2025. This innovative system mandates all registered medical practitioners in Maharashtra to display a QR code-based KYD card prominently within their clinics. By scanning this QR code with a smartphone, patients can instantly access verified information about their doctor’s credentials, including registration details, educational qualifications, specializations, and the validity of their licenses.

How the KYD Platform WorksThe KYD platform operates through a user-friendly interface. Doctors can generate their unique QR codes by linking their registration ID on the official MMC portal. Once generated, these QR codes are to be displayed conspicuously in their practice premises. Patients, upon scanning the QR code, are directed to the MMC’s database, where they can verify the authenticity of the doctor’s credentials in real-time. This system not only empowers patients but also deters unqualified individuals from masquerading as medical professionals.

The Maharashtra Medical Practitioners Act of 1961 serves as the legal backbone for regulating medical practice in the state. Section 33A of the Act explicitly prohibits unregistered individuals from holding certain medical appointments, emphasizing that no person shall practice medicine unless registered under the Act. Violations can lead to substantial penalties, including imprisonment and fines. The MMC’s KYD initiative reinforces this legal framework by providing a mechanism for patients to identify and report unregistered practitioners.

While the KYD initiative is a significant step forward, its implementation is not without challenges. Ensuring that all registered practitioners adopt the QR code system requires comprehensive outreach and education. Additionally, in regions with limited internet access or among populations less familiar with smartphone technology, alternative verification methods may be necessary. The MMC must also establish robust mechanisms to address discrepancies and handle reports of fraudulent practitioners effectively.

The integration of technology, as exemplified by the KYD platform, marks a transformative approach to healthcare transparency. By using digital tools, regulatory bodies can maintain up-to-date records, streamline verification processes, and facilitate real-time access to information.
